Erica Shelwyn Lee Carter, daughter of the late Congresswoman Sheila Jackson Lee’s has, announced she will run to serve out the remainder of her mother’s term in Congress.
Should she win, she will complete the 118th Congress term this year that her mother was serving prior to her recent transition.
Erica has committed her life to support a better future for all children inspired by her mother. She is no stranger to the public sector and has worked in federal, state, and local government positions as well as in non-profit sectors. She has previously served as a Democratic elected Trustee for the Harris County Department of Education School Board from 2013 to 2019.
Since 2020, she has worked for Commissioner Rodney Ellis’ Policy Division in Harris County Precinct One.

Jackson Lee died at the age of 74 shortly after announcing her pancreatic cancer diagnosis, however in a statement posted to Instagram, Lee Carter said several community leaders and democratic stalwarts have requested she consider a run for the congressional seat. “After careful consideration, the answer is YES,” Lee Carter said.
“My mom was the ultimate finisher,” she said. “She would stay until the latest hour at her D.C. Congressional office, she supported community events late into the evening, made calls doing the ‘people’s business’ until wee hours of the morning, closed every important meeting with an ask, solution or next step and never took ‘no’ as a final answer.”
Lee Carter will join several other candidates vying for the nomination to represent the state’s 18th congressional district, including former Mayor Sylvester Turner, Houston City Councilwoman Amanda Edwards and State Representatives Jarvis Johnson and Christina Morales.
Texas Governor Greg Abbott set a special election Nov. 5 to fill the remainder of the seat’s term. Candidates have until Aug. 22 to file their bid for the election.
The Harris County Democratic Party’s 88 precinct chairs Tuesday will pick their nominee for the general election to fill Jackson Lee’s seat. The vote will be held in an open forum at Wheeler Avenue Baptist Church at 6 p.m. Tuesday.
